Feds Reverting To Strict Interpretation Of “At Least As Effective”?

The federal safety agency has for years given states with their own OSHA plans leeway in crafting "at least as effective as" regulations. But a member of the Cal/OSH Standards Board suggests that the Feds could be headed to back to strict interpretation. But another Cal/OSHA official says the explanation probably is much more innocent.
