Code Regs, tit. 8, § 1632(b)(1) (2014) – While the ALJ found that the more specific safety order, §1716.2, not the more general, §1632(b)(1), applied, and that Employer complied with §1716.2, the Board concluded that §1632(b)(1) was properly cited. Under the circumstances, there was no conflict between the two regulations, and Employer was required to comply with both.
