INJURY AND ILLNESS PREVENTION PROGRAM (IIPP) – PROCEDURES FOR IDENTIFYING AND EVALUATING WORKPLACE HAZARDS
Cal. Code Regs, tit. 8, § 3203(a)(4) (2015) – Employer failed to inspect the workplace to identify and evaluate the hazards of a burned forest area, which amounted to a failure to implement its IIPP.

TREE WORK, MAINTENANCE OR REMOVAL – TRAINING
Cal. Code Regs, tit. 8, § 3421(c) (2015) – Employer failed to ensure that employees were trained and instructed in the hazards involving job assignments, including falling burnt trees. It also failed to document any training.

TREE WORK, MAINTENANCE OR REMOVAL – SAFE WORK PROCEDURES, FELLING, NOTCH AND BACK CUT
Cal. Code Regs, tit. 8, § 3427(c)(3) (2015) – The Division failed to establish that Employer’s employees did not use a notch and backcut on a tree that was more than 10 inches in diameter.

TREE WORK, MAINTENANCE OR REMOVAL – SAFE WORK PROCEDURES, FELLING, WORK AREA CLEARED BEFORE CUTTING
Cal. Code Regs, tit. 8, § 3427(c)(1) (2015) – Employer failed to ensure that employees worked in an area that had been cleared to permit safe working conditions and that had an escape route that was planned before tree-cutting was started.
