ELECTRICAL SAFETY ORDERS – LOW-VOLTAGE ELECTRAL SAFETY ORDERS, ENERGIZED EQUIPMENT OR SYSTEMS
Cal. Code Regs, tit. 8, §§ 2320.2(a)(6), 2320.2(a)(4) (2015) – The Division did not establish that Employer allowed work on exposed energized equipment. The wires were energized; however, they were capped and were not exposed. An employee who was electrocuted was protected because the wires were capped prior to the accident. The employee intentionally removed the cap that insulated the wire, despite acknowledging, moments before the fatal accident, that the wire was energized.

ELECTRICAL SAFETY ORDERS – LOW-VOLTAGE ELECTRICAL SAFETY ORDERS, TESTS
Cal. Code Regs, tit. 8, § 2320.3 (2015) – The Division did not establish that Employer failed to treat electrical equipment as energized until tested or otherwise proven to be de-energized. No violation of the safety order was established.
