FLAMMABLE LIQUIDS, GASES AND VAPORS - LOWER EXPLOSIVE LIMIT
There was substantial evidence that natural gas reached its lower explosive limit, ignited, and caused an explosion. Accordingly, the Board overruled the ALJ’s ruling that no evidence existed as to where the gas was released or whether it was released before or after the explosion.

PIPE LINES - GOOD ENGINEERING PRACTICE
Cal. Code Regs, tit. 8, § 3329(b) (2012) - In addition to Employer violating the safety order by failing to properly vent to atmosphere, it also violated the safety order by failing to close the vent valve following purging.

Cal. Code Regs, tit. 8, § 5416(c) (2012) - Employer failed to monitor for gas concentration levels in the presence of natural gas.
