SCAFFOLDS, GENERAL REQUIREMENTS – ANCHORAGE AND BRACING
Cal. Code Regs, tit. 8, § 1637(c) (2017) – Employer failed to brace a falsework tower to prevent it from tipping, or collapsing, prior to disconnecting crane-supported rigging. The tower was temporary, vertical, and being put in place to shore concrete portions of the building being constructed; thus, it was subject to the cited safety order.

ERECTION AND CONSTRUCTION – FALSEWORK AND VERTICAL SHORING
Cal. Code Regs, tit. 8, § 1717(a)(1) (2017) – Employer failed to properly brace a falsework tower to withstand all intended loads prior to disconnecting it from crane-supported rigging. The Division established that the tower was unstable unless and until it was secured to a column of the building or in some other fashion, and that it was not secured prior to being detached from the crane.

CRANES AND OTHER HOISTING EQUIPMENT, OPERATING RULES – HANDLING LOADS
Cal. Code Regs, tit. 8, § 4999(h) (2017) – Employer failed to have a qualified rigger verify that a falsework tower was braced to prevent inadvertent movement before it was detached from crane-supported rigging. The Board rejected the contention that the violation was not established because the Division did not prove the identity of the rigger who detached the crane’s rigging from the tower.
