Code Regs, tit. 8, § 341(c)(1)(A) (2013) – The exception in §341(e)(1) for government agencies did not exempt Employer, a contractor for a government agency, from the permit requirements of §341. The ALJ declined to find the safety order unconstitutionally vague.
