Fixed Ladders vs. Scaffold Crossbars---Scaffolds, Citation Vacated for Failure to Cite Specific Safety Order. Appellant's employee was injured when he fell from a rolling metal scaffold. The Division had alleged a nonserious violation of 8 Cal. Adm. Code 3277(d)(2) on the basis that the metal crossbars of the scaffold constituted a fixed ladder. The spacing, 16 1/4 inches center to center, would be in excess of that prescribed in the safety order.<</P>
