Kevin Thompson
Editor, Cal-OSHA Reporter

Kevin Thompson has been editor of Cal-OSHA Reporter since 1999. He is a 40-year veteran of business writing. A graduate of San Francisco State University with a bachelor’s degree in journalism, he began his career as assistant editor for Meat&Poultry magazine, a monthly periodical covering some of the most controversial businesses in the country. Meat&Poultry, despite its pedestrian title, is an award-winning magazine that has documented the demise of small businesses due to industry concentration, industry trends and emerging food safety issues that threaten public health and the reputation of businesses. It was there that Thompson was first exposed to worker safety concepts, covering the controversy over repetitive motion injuries in meat packing and processing plants, and a new term — ergonomics. Thompson was later named managing editor of the magazine. M&P and Thompson were recipients of “Maggie” awards from the Western Publications Association.

In 1990, he joined California Farmer magazine, a 140-year-old publication serving one of the Golden State’s most important industries. At California Farmer, he covered the state’s “water wars,” reported on scientific developments and informed readers on many other issues. It was there that he also honed his skills as a photographer and was recognized in company competitions for his photos and writing.

As editor of Cal-OSHA Reporter, Thompson strives to keep California’s occupational safety and health community up to speed on the latest developments with Cal/OSHA, whether it’s regulation, legislation or litigation.

 

J Dale Debber

Dale is the father of Compline, the publisher of Workers’ Comp Executive, Cal-OSHA Reporter and our other publications and sites. He is an award-winning investigative journalist although there are those he’s written about who may not be so polite.  He left the journalism side a couple times to direct six statewide political campaigns. He is called upon by legislators and regulators for his workers’ comp knowledge. He knows more about the production side of workers’ comp than nearly anyone.
Dale is married and has grown children and grand people.   He is opinionated, politically incorrect, alternatively funny and curmudgeonly. Dale likes technology but loves the outdoors. He hikes and shoots.

 

 

 

Ursula Clemons – Heslip
Case Editor, Cal-OSHA Reporter 

Ursula received her Bachelor of Science degree from the University of Southern California in 1989 and her law degree from Whittier College School of Law in 1992.  Ursula served as an enforcement attorney at various state agencies from 1993-2006. In February 2006, she became an administrative law judge (ALJ) for the California Occupational Safety and Health Appeals Board (OSHAB). In 2009, she was appointed Presiding ALJ of the Southern California OSHAB office. In addition to adjudicating matters on behalf of OSHAB, Ursula managed administrative law judges and support staff. During her tenure at OSHAB, Ursula played a significant role in implementing the OASIS eFiling case system and building the virtual hearings program. She was also a key contributor to the stakeholder training sessions held throughout the state every few years.  As Presiding Judge, she on-boarded many new ALJs and conducted annual ALJ training. She frequently interfaced with the Appeals Board Members and upper management, offering sound advice. Ursula retired after 27 ½ years of State service in December 2020. 

In addition to teaching safety classes at UCSD OTIEC, Ursula was a part-time Special Counsel at Ogletree Deakins’ Workplace Health and Safety Group law firm. Her duties included advising clients on OSHA matters, offering client consultation services, including preventative advice, and preparing for compliance investigations, conferences, settlements, and hearings. She also conducted document reviews and participated in webinar training sessions and stakeholder round table panels at the annual California Workplace Safety Conferences. 

In her editorial capacity at Cal-OSHA Reporter, she reviews and summarizes all Cal-OSHA Appeals Board cases and tracks and reports on those cases that enter the civil court system.
