Violation, Repeat, Based on Renumbered Section---Scaffolding, Guardrails, Absent, Basis for Repeat Violation. A general repeat violation of 1644(a)(6) was established and the $345 proposed penalty affirmed. The Division produced evidence of three prior uncontested citations charging the Appellant with violations of 1644(f). It was administratively noticed that the text of 1644(f) as it existed in 1974 and 1975 and the text of 1644(a)(6) were identical.
