Serious violations of 4070(c) (V-belt drives to be enclosed) and 4075(a) (gears and sprockets to be guarded) were established. Appellant's defense that the work being done was experimental was rejected. The associated proposed penalties were affirmed. Thirteen general violations were established; a total penalty associated with these violations of $100 was affirmed. Two alleged violations were dismissed.
