The decision of the ALJ dated March 1, 1979 (Digest 13,120) was affirmed in part and reversed in part. A general violation of 1626(b) (railings and toeboards around stairwells) was affirmed but serious violations of 1670(a) (safety belts and lifelines above 15 feet) and 1621(a) (design of temporary railing) and penalties totaling $480 were reversed.
