A violation of 4353(h) (stationary compaction equipment and balers) was reduced from serious to general. During the operating cycle of the ram/tramper of Employer's compactor and baler, the Division's engineer saw a 5/8" to 3/4" gap in the gate, large enough to amputate a finger.
