SAN FRANCISCO - Fed-OSHA has proposed penalties of $821,360 against a copper smelter, Franklin Smelting and Refining Corp., for exposing employees to life-threatening levels of airborne lead and cadmium as well as for numerous other health and safety violations.Franklin is a secondary copper smelter that receives copper-bearing scrap and processes it into copper bars called "pigs."
