Division of Occupational Safety and Health has cited a towing service for three alleged Title 8 violations - none of them serious - in the Feb. 28 death of a tow truck driver whose Yankee ingenuity went fatally wrong.Gary Rodney Skaggs, 48, died while attempting to lower a raised bed on a dump trailer that Bob's Tow Service of Napa had acquired through a lien sale.
