Reasonableness of Penalties, Full and Prompt Abatement. The appeal from the amount of civil penalties for two violations, nonserious in nature, was denied and the penalties affirmed.

Appellant was in violation of 1670 of Title 8, Cal. Adm. Code, where in two instances employees were observed working at 40 and 20 feet heights without the benefit of safety belts or other protection. The Division classified the violations as nonserious even though a fall by either employee would
