Accident Prevention Program. This appeal was denied. The total penalties in the amount of $400 were affirmed.

"The Division's evidence showed that upon entering the plant it smelled a strong odor from the back laboratory room. Three employees were working in the room, one male and two female. The odor was caused by trichloroethylene overflowing from a sink into a can. The fumes from the trichloroethylene irritated the Division's inspector.
