A general violation of 2320.2(a)(3) (insulated gloves) was affirmed. A general violation of 2320.2(a)(4) (eye protection) was vacated. No civil penalties were proposed.

The citations occurred as a result of an accident where an employee not wearing gloves was exposed to energized parts, with voltage in excess of 300 volts, installing a meter. The injured employee and his partner were both wearing suitable eye protection.
