Following a complaint, citations for serious violations of Electrical Safety Orders 2946(b)(2), for metal scaffolding within the six-foot minimum clearance from energized high voltage lines, and Construction Safety Orders 1644(a)(6), for lack of guardrails and midrails on scaffolding in excess of 7-1/2 feet from ground level, were issued to the alleged Employer, who, with two others, was painting the outside of an apartment building.
