The Appeals Board reversed the ALJ decision of July 13, 1994 [Digest 18,586], which had granted the Employer's appeals. The Board ordered reconsideration on its own motion. The Division also filed a petition for reconsideration; since it addressed the same issue, the Board treated it as an answer to the Board's order of reconsideration.
