SAN DIEGO -- Southern California Edison (SCE) has told the California Public Utilities Commission (CPUC) that it will return or not accept $35 million in state incentives for safety performance after acknowledging that it did not report minor injuries in many instances since 1997.SCE made its admissions last week in a meeting with the PUC.
