Rental Equipment with Operator---Riding on Loads Prohibition [1718[a][2]] Construed---Responsibility for Enforcement on Employer. The appeal was granted in part and denied in part from two citations, each alleging a single serious violation of T8 CAC and each carrying a proposed penalty of $600.
