The Appeals Board denied the employer's petition for reconsideration, finding that the petitioner did not present any new evidence nor raise any additional substantive issues that were not addressed in the March 25, 1975 decision. The Board let stand a decision that denied the appeal as to the violation but reduced the civil penalty from $600 to $200.
