Seat Belts, Vehicles in Service Prior to April 1, 1971. Appellant was cited for 23 alleged nonserious violations. A total penalty of $695 was proposed. Of the 12 violations contested on appeal, 11 were established. The alleged violation of 1596(a), together with the associated penalty of $90, was vacated. All other penalties were affirmed.
