This appeal established the existence of a serious violation of 1541(a) and affirmed the $850 penalty proposed for this violation. Three alleged nonserious violations were vacated (1615.10, 4075, 50). Established were the existence of three other nonserious violations. For the seven nonserious violations either affirmed or stipulated to, the total proposed penalty of $895 was affirmed at $695.
