SACRAMENTO -- Advisory committee work on a regulation to require crane operators to obtain certification has been completed and the proposal has moved to the early stages of rulemaking.Mike Manieri, principal engineer for the Cal/OSH Standards Board and committee chairman, said the regulatory package, which would revise General Industry Safety Orders 5006, could be ready for a public hearing by July, but August or September is more likely.The proposal would require that only crane operators posse
