The oversight agency that investigates state government operations has given its approval to a plan to combine several entities into a California Labor and Workforce Development Agency but added that more specifics are needed in the plan.The Little Hoover Commission recommended that the state Legislature adopt Gov. Davis' proposal "on the condition that the administration prepares detailed plans for improving services to the public."
