PALO ALTO, CA - Lyondell-Citgo Refining Co., rather than appeal citations and penalties issued by OSHA after an incident involving gases from burning oil, has agreed to pay $200,000 in penalties and improve its operating procedures.The November 21, 1995, incident at the company's Houston refinery affected 100 contract employees.
