SAN FRANCISCO - In a settlement worked out with the Contra Costa County District Attorney's office in municipal court, Tosco Refining Co. pled no contest to criminal misdemeanor charges related to a catastrophic accident.The explosion and fire in January 1997 left one Tosco employee dead and 46 company and contractor workers with reported injuries.
