Unpredictable Accident Not Resulting from Statutory Violation. The appeal was granted and a citation alleging a serious violation of Section 2946(b), with a proposed civil penalty of $500, was vacated.

Appellant allegedly violated a safety order prohibiting the operation, erection or handling of machinery within 10 feet of high voltage lines. Appellant's 65 ton, 4-axle truck crane with a 100 foot boom came in contact with the power lines, causing a temporary outage
