Due Process, Accurate Dates Required for Citations. Appellant was alleged to be in violation of Sections 5099, 5143, and 5144, where noise and dust levels were found to be excessive. On March 22, 1974 a Division safety engineer visited Appellant's facility. At his request, an associate industrial hygiene engineer of the Department of Health conducted a survey on April 9, 1974 and the alleged violations were based on his findings.
