Due Process, Production of Testimony, Witness "Unavailable"---Due Process, Inability to Compel Witness to Testify due to Fifth Amendment Privilege, Not a Bar to Appeals Board Adjudication. The appeal was granted in part and denied in part from three citations. The first alleged a nonserious violation with an $85 penalty; the remaining two each alleged a single serious violation with penalties of $700 each.
Appellant was under contract with an oil company to service its wells.
