In response to a complaint, the Division on November 7, 1975 inspected a site maintained by the Appellant and subsequently one nonserious violation of 3214(a) was alleged. The site was a large six-story office building in Martinez. Appellant had offices and classrooms on the first and third floors and sometimes used the fourth floor. The second floor was used by the County of Contra Costa and the fifth and sixth floors were empty.
