The Division cited Appellant, lessee of the Hollywood Turf Club, with failure to provide stairways, for its some 700 employees, serving an occupant load of more than 50 with a width not less than 44 inches in violation of 3231(b)(1). The issue was whether the some 20 stairways were fixed industrial stairways subject to 3234 or general stairways subject to 3231(b)(1).
