A serious violation of 8 Cal. Adm. Code 1670(a) was affirmed against the Appellant where its employees, erecting the steel exterior wall support structures of the State Capitol renovation project, were observed working at heights of 40 to 90 feet without being tied off with safety belts and lifelines.
