For Employer: Cecil B. Schmeeckle, Owner. For DOSH: William Loupe, Associate CSE.

Two serious violations of 1644(a)(5) and (a)(6) were established where the Employer's employees worked upon a scaffold 22 feet above the ground which did not have adequate railing or planking. A total associated penalty of $170 was affirmed. One general violation of 1644(a)(3) was established by the fact that the scaffold legs rested on concrete but were not provided with baseplates.
