The Appeals Board affirmed the ALJ decision of September 25, 1986 (Digest 16,818), granting appeals from two alleged serious asbestos violations. The charges were:

5208(c)(1). Employer, an environmental services firm, was working at a steel plant, dismantling boilers that were insulated with asbestos-containing material. It was charged with not working asbestos wet insofar as practical.
