The Appeals Board affirmed the ALJ decision of April 3, 1991 (Digest17,639) which had denied Employer's appeal from citations for serious violations of 3642(a)(1) and 3648(o). However, it also affirmed reduction of the classification of the latter to general and set aside the penalty. Reconsideration was on petition by Employer.
