Following a complaint inspection, Employer, which was installing a 42-inch sewer line, was cited for a general, a repeat/general and a serious violation of Construction Safety Orders. Penalties of $1,700 and $1,275 were proposed for the latter. At the hearing, Employer withdrew its appeal of the general violation of 1596(f) and it was affirmed as a matter of law.
