Employer, a landscape contractor, was constructing a children's playground at its showcase house. An employee suffered amputation of an ear in an accident involving a large gas-powered portable power saw with a circular carbide-tipped blade. The Division cited for failing to guard the lower half (point of operation) of the saw blade under 4307(b) and assessed a proposed $1,750 penalty.
