Employer, the blasting contractor at a limestone quarry, was cited for three serious violations after an accident inspection was conducted by the Division. One of the alleged violations was subsequently withdrawn by the Division. Employer appealed the reasonableness of the penalties for the two remaining violations, and the existence and classification for the second.
