The Employer, an electrical contractor, was inspected as part of a week long "sweep" of the Los Angeles Metro Rail project by the Division. Citations were issued to Employer for one serious and one general violation with proposed penalties of $935 and $185, respectively. Employer appealed the penalty amounts, stating that they were unreasonable.
