Employer's paint stripping and metal polishing business was the subject of a follow-up inspection, after which three general violations (3203(a), 5144(f)(1) and 5194(e)(1)) remained unabated. The Division issued a Notification of Failure to Abate and proposed additional $5,050 penalties for each violation. Employer's appeal contested only the penalty reasonableness.
