CAL. CODE REGS, tit. 8, § 1670(a) (2003) - The Appeals Board agreed with the ALJ that Employer failed to provide fall protection for workers who were creating roof openings, and that Employer could have, with diligent inquiry, known of the violative condition.

CAL. CODE REGS, tit. 8, § 1632(b) (2003) - The Appeals Board agreed with the ALJ that Employer did not provide a cover or railings for a roof opening to prevent exposures to falls.
