CODE REGS, tit. 8, § 341.1(a) (2003) - Employer did not obtain a construction permit before commencing erection of structural steel components for a grandstand and bleacher complex with portions that reached 60 and 100 feet in height. It did not prove that the first-phase structure, which was 30 feet in height, constituted a stand-alone building for which it was not required to obtain a permit.
