Code Regs, tit. 8, § 3650(t)(22) (2017) – The Division did not establish that Employer violated the safety order by failing to ensure that the wheels of the trailers at loading docks were securely blocked or restrained, and the brakes set, while employees were driving forklifts in and out of the trailers.
