SAN FRANCISCO - For employers, compliance with the Americans With Disabilities Act (ADA) has been annoying and frustrating. For the Equal Employment Opportunity Commission (EEOC), which must enforce the act, it has been a tremendous generator of work. There is a backlog of 95,000 ADA complaints.
