A housing development in the Stevenson Ranch area of the Santa Clarita Valley suffered its second worksite fatality since July, when a construction worker was crushed by a sewer pipe Sept. 22.The worker was identified as Javier Ochoa, 35, of Newhall. According to a published report, Ochoa was leveling dirt in a ditch at the Southern Oaks project when the pipe slipped from a harness and fell into the ditch, striking the worker.
