In the absence of Chief John Howard and Deputy Chief Mark Carleson, Deputy Chief Frank Ciofalo presided.There is wide agreement that the current GISOs are "convoluted, disjointed and unfriendly to the user," Treanor said. They are hard to read, and the index is out of date.
