California continues to have the lowest ratio of workplace safety and health inspectors to workers - by a significant margin - according to statistics released by the California Association of Professional Scientists (CAPS), the union that represents Cal/OSHA inspectors.The Golden State had one inspector per every 98,000 workers as of December 2004, CAPS said.
